Tor Browser with Flash AND firewall software

There are many more issues with Flash. It can create persistent "cookies" that Tor Browser has no control over, for example. This is why just adding a firewall would not make inclusion of Flash safe.

You can install flash (if it's a flash video) if you use Tails but that beats the purpose of using Tor but would be useful for your case if it is just to watch a video caused by a location restriction....
