I got the hashed password from tor with 'tor --hash-password'

C:\Users\*****\Desktop\Tor Browser\Browser\TorBrowser\Tor>tor --hash-password thisismypassword!!!! | more

and I put this into torrc file the torrc file was empty so I just put this line

HashedControlPassword 16:DC587908F98A25B36040BE16CB386B5E94A602856C5F63046A0C7EF557

in python3 code I tried this

from torrequest import TorRequest
tr=TorRequest(password="wrongpassword")
tr.reset_identity()

In my theory, it shouldn't work because I put the wrong password. but it worked. When I tried it without password, it also worked too I don't know why.. the torrc file is in

C:\Users\*****\Desktop\Tor Browser\Browser\TorBrowser\Data\Tor

and it was an empty file.. unlike when I tried it on centos. Why Windows version tor has empty torrc file? and how I can set the password?
